Sir:-
I laid before the Marquess of Lansdowne your letter 37451/1904 of the 10th instant with regard to the suggestion that certain Chinese subjects concerned in the "Supac" sedition case should be sent to Hongkong on the expiration of the term of imprisonment which they are now undergoing at Shanghae.
You state that, in the opinion of the Secretary of State for the Colonies, it would be most undesirable that these persons should be sent either to Hongkong or to the Straits Settlements.
While accepting the decision of Mr. Secretary Lyttelton, Lord Lansdowne cannot but regret that the objections, which no doubt exist, to the residence of these men at Hongkong should be held to apply also to the Straits Settlements: His Lordship fears that nowhere in China will their lives be free from
